Annexation & Growth Boundaries
Annexation is the legal process by which a municipality expands its boundaries to include adjacent property. It is often used to align service areas, manage growth, and maintain a balanced tax base. In South Carolina, annexation procedures are defined by state law and administered locally.

Urban Plan (Proposed / Pending)
The City of Seneca does not currently publish a dedicated Urban Master Plan or Downtown Design Framework separate from its Comprehensive Plan (2023–2033). A future plan could define block-level goals for streetscape, land use, parking, and pedestrian circulation.
